Study Finds Federal Gains in Electronic Government and Citizen Services; Challenges Remain

BearingPoint Partners with Government Business Council to Study E-Government

McLean, Va., April 26, 2007 – BearingPoint, Inc. (NYSE: BE), one of the world’s largest management and technology consulting firms, and the Government Business Council, today announced that they will discuss the results of a recent study on electronic government and its impact on federal government agencies during a webcast hosted jointly by BearingPoint and Government Executive on May 3, 2007 at 2:00 p.m.

The study found that e-government initiatives have enabled better service delivery to U.S. citizens, in part by providing easier access to information online. But despite positive feedback, the survey also revealed problems with e-government implementation in the federal space.

Working with the Government Business Council, the marketing research division of Government Executive, BearingPoint surveyed more than 100 senior federal managers about their experiences with e-government programs, focusing questions on government-to-citizen initiatives, government-to-government collaboration, and internal efficiency and effectiveness. Among the survey’s findings:

* Only nine percent of federal managers surveyed give their agency an "A" grade for delivering electronic information and services to citizens. Nearly 40 percent grade their agency at a "C" or below.

* More than half of all survey respondents feel that e-government has not led to a reduction in paperwork and form work at their agency.

* Over 90 percent of respondents believe electronic government has made it easier for citizens to find important information.

* 75 percent said that e-government has enabled federal agencies to provide better services to citizens.

* While a majority of respondents believe agencies have done a sound job implementing e-commerce, the federal government still lags behind the private sector in this area.
